Science and strategic planning

Description

In collaboration with SphèreLab and Antès, the Cité-ID Living Lab is supporting the Quartier des Spectacles Partnership (PQDS) in its strategic planning process, with the goal of anchoring the organization’s choices and vision in scientific evidence. Our approach combines a business design perspective, which makes it possible to transform an idea into a viable product over the long-term, and the co-production of public services that prioritizes citizen-users.

This interventional research is based on consultations with the many varied stakeholders of the PQDS, including cultural, community, academic, economic, government and international actors, along with neighbourhood residents and workers. A review of the scientific and grey literature is then conducted on issues identified during the consultation process to inform how the PQDS positions itself for the future. For example, an analysis of scientific literature on the role of entertainment districts around the world helps understand the movement’s evolution and the position of Montréal’s districts within that evolution.

The Quartier des Spectacles Partnership has gained recognition in Montréal for its ability to take concerted action. As the organization approaches its 20th anniversary and deals with changes that have occurred in recent years (COVID-19; renegotiation of its agreement with the City of Montréal; the end of major collaborative cultural infrastructure projects), it finds itself at an importanat turning point in its development.
