Analy­sis of the imple­men­ta­tion of the Com­mon Oper­at­ing Pic­ture in London

Cité-ID is study­ing this mod­el to learn about inter-orga­ni­za­tion­al coor­di­na­tion and col­lab­o­ra­tive gov­er­nance for the devel­op­ment of resilience.

The objec­tive of this research project is to doc­u­ment the func­tion­ing of London’s unique mod­el before, dur­ing and after the week­ly meet­ings; to iden­ti­fy fac­tors that help explain its longevi­ty (e.g. moti­va­tion, effects, rou­tines, costs); and to analyse the effects of week­ly meet­ings and COP on col­lab­o­ra­tive gov­er­nance between organizations.

This con­cept offers a way to improve the qual­i­ty of infor­ma­tion shar­ing and devel­op a com­mon under­stand­ing of a cri­sis sit­u­a­tion among dif­fer­ent actors involved in an intervention. 

London’s approach allows us to bet­ter under­stand resilience mech­a­nisms estab­lished in a col­lab­o­ra­tive exchange space with­in a large metrop­o­lis. Study­ing this through the COP project will con­tribute to the advance­ment of sci­en­tif­ic knowl­edge in gov­er­nance and help to iden­ti­fy ele­ments that may be trans­fer­able to oth­er cities.
