Analysis of the implementation of the Common Operating Picture in London

For more than eight years, London Resilience Group has facilitated a weekly teleconference between a wide range of partners from across the public, private and third sectors in London. This serves a horizon scanning function and enables updates and information to be shared relevant to preparedness for pre-planned or incidents. This is captured within a document called the Common Operating Picture (COP) that is circulated across the partnership.
Cité-ID is studying this model to learn about inter-organizational coordination and collaborative governance for the development of resilience.
The objective of this research project is to document the functioning of London’s unique model before, during and after the weekly meetings; to identify factors that help explain its longevity (e.g. motivation, effects, routines, costs); and to analyse the effects of weekly meetings and COP on collaborative governance between organizations.
This concept offers a way to improve the quality of information sharing and develop a common understanding of a crisis situation among different actors involved in an intervention.
London’s approach allows us to better understand resilience mechanisms established in a collaborative exchange space within a large metropolis. Studying this through the COP project will contribute to the advancement of scientific knowledge in governance and help to identify elements that may be transferable to other cities.
