The Cité-ID LivingLab in the MSP’s Action plan on civil security related to flooding
The importance of the Cité ID Living Lab, led by Professor Marie-Christine Therrien at ENAP, was highlighted during the March 1, 2018 announcement of the Ministry’s action plan on flooding. The government’s plan is based on an evaluation conducted following the historic flooding episodes of spring 2017 in the Province of Quebec. It incorporates results of consultations with many actors involved in the crisis and response. Practice improvement is one of the three major components of the plan. Measure 23 of the plan is the “creation of an incubator to promote the emergence of new approaches”. This incubator is the Cité-ID LivingLab Urban Resilience Governance, with its unprecedented approach to bringing together city managers, private organisations, citizens and academic researchers in collaborative endeavours. Cité-ID and the Maison de l’innovation sociale join forces
The Young Project involves temporary occupation of an empty industrial building in Griffintown (Young Street) in Montréal, in an initiative led by the organisation Entremise (http://www.entremise.ca/laboratoiretransitoire/). The Maison de l’innovation sociale, one of the organisations using this space, asked the Cité-ID LivingLab to oversee the project’s Governance studio and provide assistance and expertise on governance issues facd by the multiple projects installed in the Young Project. In the collaboration, Cité-ID acquires a physical space, along with access to many potential field-partners who wish to work alongside researchers to develop innovative solutions. Launch of the Cité-ID LivingLab
Tuesday, January 30, 2018, marked the official launch of the Cité-ID LivingLab in Urban Resilience Governance. The event took place at the École nationale d’administration publique (ENAP) in Montréal, and was attended by representatives of public and private sector agencies and organisations who will be essential partners on Cité-ID projects moving forward. Cité-ID activities will be coordinated by Marie-Christine Therrien, Professor at the ENAP, and supported by the Fonds de recherché du Québec (FRQ) and the ENAP. Rémi Quirion, Québec’s chief science advisor, spoke at the launch, highlighting the need for multi-disciplinary efforts and collaboration among actors working to develop resilience in Canada as well an internationally. Guy Laforest, Director General of ENAP, described Cité-ID as a perfect fit with the ENAP’s mission to contribute to the development of an engaged public service and responsible citizenry.
